  25.             PREPnet is a mid-level data network in the  Commonwealth  of
  26.             Pennsylvania.  It was initiated through the joint efforts of
  27.             the Commonwealth of Pennsylvania government, Bell  Telephone
  28.             of  Pennsylvania, and the Pennsylvania consortium of univer-
  29.             sities:  Carnegie  Mellon  University,  Drexel   University,
  30.             Lehigh University, Penn State Universtiy, Temple University,
  31.             the University of Pennsylvania, and the University of Pitts-
  32.             burgh.   Chartered  in 1988, PREPnet's purpose is to facili-
  33.             tate education, research, technology transfer, and  economic
  34.             development within the state.

  36.             The Commonwealth is  the  inter-LATA  carrier  and  Bell  of
  37.             Pennsylvania  is  the  network  operator/  owner  of the hub
  38.             equipment and  marketing  agent  for  network  access.   The
  39.             Pittsburgh  Supercomputing  Center  provides  supercomputing
  40.             resources and a gateway to the NSFNET.  Member  institutions
  41.             have  made  a  variety of information resources available on
  42.             PREPnet,  such  as  university  library  catalogs,  bulletin
  43.             boards,  and various databases containing statistical, agri-
  44.             cultural, demographic, economic, and medical data.

  48.             Any IP host at any  member  or  affiliate  organization  may
  49.             access  PREPnet.   Access  options  range  from intermittent

  71.             Organizations operating within Pennsylvania involved in edu-
  72.             cation,  research,  technology  transfer,  or  the  economic
  73.             development of Pennsylvania  are  eligible  to  participate.
  74.             Non-profit  institutions  may become members, and others may
  75.             affiliate.  Usage consistent with the above purposes is con-
  76.             sidered acceptable while commercial usage compliant with ANS
  77.             policies can be obtained.  PREPnet does not presently  carry
  78.             transit  traffic  whose source and destination are both out-
  79.             side the state.
